To get the votes, Pelosi relied on the tried-and-true method - bribing members with tax dollars.
The bill contains $111.3 billion to address the president's emergency spending request for the war.
But it adds $13 billion in domestic spending that has nothing to do with the war, including:
* $25 million for spinach producers.
* $120 million to the shrimp industry.
* $74 million for peanut storage.
* $5 million for shellfish, oyster and clam producers.
